I live out of India, and needed to renew my expired D/L within 3 weeks, before my departure from the country. Motor vehicle dept said it would take 2-3 months, and require at least 3 separate vists. I asked if there was any way to expedite the process. They sent me to some agents who have set up shop just outside the Dept office compound. The agent said he could get it done in 2 weeks if I paid a Rs 3000 bribe. I hated to be blackmailed, but paid the bride any way and got my work done. Without paying bribes, it is not possible to get anything done in Bombay - you will spend all your life fighting for basic services.
