I paid Rs 1000/- for a LMV driver's license about ten years ago at the NGO Colony RTO office. I just graduated from college and was going to join a job in North India and thought it might be a good idea to go get a driver's license before I left home.
I showed up early at the RTO and was trying to get an application form when I was asked to go ********** a person outside by the tea stall. The fellow then told me that the going rate for an LMV driver's license was 1000/- and that everything would be taken care of if I paid it to him. He made it sound like it was the official procedure at that time. I naively believed him and paid that amount and just went with what he asked me to do from that point onwards.
Well, I had to do nothing from that point onwards! The fellow submitted a written test (he had several pre-answered tests), ran to several places with my application materials, and made me take a driving test (that was a complete joke). He finally got my license in under 2 hours.
Later in the day, I came to know that
a. it doesn't really cost 1000/- to get a DL.
b. what I went through was not even the proper channel or procedure for getting the DL.
