I had to shell out Rs.1500/- to get driving license. I was failed two times for no reason and they warned they will fail me again if i don't pay up.

It's not taken directly. A mediator will be there inside the compound. You need to pay him the money. Then he will keep the money inside your docoments and go to the Officer standing nearby, who will sign saying that i passed without even taking the test. Then as a formality you need to go take test, they will stamp the papers. There! now you got the driving license.
There are cameras inside compound but they are no use. I met the mediator through driving school.
