Driving a TN registered vehicle

Once I went to bangalore to visit my brother who was working there. We went out for sightseeing in the evening. The traffic police stopped us and asked for the documents. My brother showed his licence and RC book. The officer looked at the number plate and found that it was a Tamil Nadu registered vehicle and asked for road tax documents. We said we just shifted to the city and we are yet get one. Then it was like normal police arguments and finally he came down to money. he asked us to pay an amount. We didnt know how much to pay and my brother took out his wallet and wondering how much to pay. the officer peeped into the purse saw a 500 rupee note and asked 500. We had to haggle and bring it down to 200. I really don't understand the point of this road tax thing in india. When its one country then why having separate state policies that is ineffective to enact and helping the govt. officials to get more bribe? Obviously my brother had to pay a lot of 100 rupees to the traffic police whenever he was stopped. Too bad even he was lazy to pay the road tax and get it all over with but aren't most of us lazy or tired of standing in long queques and finishing up these works.
