ECNR Stamp

I was requiring ECNR stamp on my previous passport as this was requirement of Seafarers. As my College was not approved By passport office, since the form was never amended, so the passport officer refused to stamp. then afterwards got the clue that he was needing money. So my dad had to give 7000 rupees to him with other accessories.
