Electrician!!!!!

I am a redident of bangalore for the past 25 years. i had to go back to my native place for a period of 2 months,during which my electricity had go cut. I returned back to bloe on 1 dec 2010, with no current in my house, i immediately went and paid my bill by 2 afternoon. As i stay with my grnadmother who has bad vision, i requested the engg to kindly reconnect on the same day, the Engg had given me the number of the electrician who was supposed to come, I called him around 4 times, with his promise come to my house in half an hour each time. I also visited the BESCOM office 3 times to request to get it done with. But time had come for the Govt officials to call it a day, as IT WAS 5!!!!!!. As my grnadmother could not see inn the night I went again at 9 PM to tell the official about this. Thankfully there was a kind hearted Madam there, and she sent some one immediately to get it fixed. The electrician who came charged me 200 Rs....
My question , why should we suffer like this in the mercy of the govt official n there staff, just because we are common person we are supposed to go through all of this. i am pretty sure if an MLA or some had called they would have got it done in the afternoon itself...
I understand the electrician was busy, wht was he busy enough to not even find time to jus come and place the fuse back to a house that is hardly 5 minutes from the office, even after so much of nagging??
but then my neighbor said, this is India, we cant expect it to change. I sincerely hope this is not true, and there will b change in our system..
