Electricity department ppl collect 10k for 5k connection.

The electricity department told it costs 10k for new 3Phase connection. When I asked for bill, they said they will deliver it along with connection.

They took lot of time to give connection, after repetitive request they finally gave connection, but did not give the bill. When I force them to give bill, either those guys say, I am not responsible for it (or) they say dont be so formal.

I went to some other office, and I came to know the connection actually requires 5k to be paid. So the excess 5k I paid was bribe.

I did not want to pay any bribe, but still I am a victim.
