I was applying for an Encumbrance Certificate in the local Sub-Registrar for a plot of land I am in the process of buying. I was asked to pay "Fees" of Rs 200. Also, the official fees being Rs 35/=, when I paid Rs 50/=, the official did not pay Rs 15/= back. This is the situation we face in state governments offices. Imagine how much I have to pay when I register my plot of land.
