Encumbrance Certificate was not given until bribe was paid

Sarjapur BBMP office insisted to pay Rs.100 for Encumbrance certificate (duration for 2 yrs)

They made me wait from morning 11' O Clock till evening 5'O Clock

Until I paid up the bribe of Rs 100/- in cash they did not give me the EC.
