Entire colony paid for new water connection

I'm staying abroad. I'm told that we had to pay Rs.8000 for new drinking water connection as bribe. This amount is in addition to the actual amount that is collected from each house officially. I also got to know that each and every house in the colony has paid the minimum amount of Rs.8000 towards this new connection. Those who have not paid the bribe did not get the connection. Though I wanted to fight, being abroad had to go with the crowd.
