Every year i have to pay bribe to forest dept. officials for renewal of my license for selling timber.

Since my father has made a license from forest department for selling timber,he has been paying a bribe of around 50,000 every year for renewal of license although my all documents are correct .They threaten by telling that if we don't pay the bribe they will cancel my license for no reason.It is illegal to sell timber without license but those people who don't have a license sell wood openly.No action is being taken against them and we people who have the license are having no benefit of it,instead we are facing a loss.
