Everyone was paying Rs.200 for police verification to avoid delay

The police officer was taking Rs.200 from all the individuals who used to come to him for police verification. He used to demand to give Rs.200 as fee. Everyone knows that there is no such fee in existent and still everyone including me gave him Rs.200. I had to visit the police station 3-4 times and everytime i could see long queue for police verification and everyone was giving him Rs.200 without arguing/questioning, as nobody want to take risk to avoid further delay. I'm sure considering the number of person visits him daily for this purpose, he might be getting more than Rs.40000 monthly. It seems that his upper officers might be having some share, as he was taking the money in the police station itself.
