Excessive fine asked for foothpath parking

My vehicle was parked in foothpath of symbiosis college.towing people took it and when I reached there they said I have to pay 1000 rs as fine for foothpath parking.they have doing this for a long time.they say that they belong to a different dept.I have searched everywhere and found that the fine is 100rs.on that day I ended up paying 330.the towing guy was so shameless that he even took my person and checked it after I paid each n every buck I have.plz tell where we can complain about it.
The place was the university chowki police station.it was around 1 pm
