Felt shame for giving bribe but had no option.

I had applied for my passport renewal at Passport Seva Kendra SURAT on 31/03/2014, I cleared that and after a month I went for police verification on 10/5/2014 and there I came to know that if we don't bribe to the police officer who is verifying our passport, the procedure ll not be forwarded a step ahead, there I asked for what I have to give money, they didn't answer bt forced me to pay and I have to pay and everyone there were paying and this thing happened in Jalalpore police station of Navsari district. I hope that there ll be some change in this procedure.
