Fine for 10% tint on car back window

Traffic police at Marina beach end, near light house, pulled over our car for 10% tint on the back window of vehicle. I don't recognise this type of traffic vehicle offense. Fine amount for 1000 (not applicable) but he insisted on 300 off the chit.
