FIR FOR Mobile Phone theft

My phone was stolen. So, I went to Noida Police Station to report a FIR. But that day, I realize that it's just impossible for a common man to report a FIR. They asked "140" Rs as fees to file a FIR, asked me to write two letters in "Hindi" (as they might think that I could not be able to write in Hindi) and then they just gave me one copy after "stamping" it (no FIR at all).
