Fixed bribe at Registrar of Companies

I was working as an Articled assistant at a Chartered accountant firm,when I had to go to ROC,to get a new company registerd,there I came to know that the Registrar takes a fixed amount of bribe for every company he registers.In a white envelope without any name on it. The amount is to be paid at the time the file is sent to his office,the envelope has to be kept in the file.This amount was way back in 2008.The clerk and other officers knew about it and they informed people how to properly keep the money ! Though the amount seems petty but taking the number of Co.s that are registered from the whole jurisdiction of that ROC,the earnings of the dept. must be really high !!
