Form Fees for Police verification!

I am in the process of renewing my passport. I submitted all the documents and it came for police verification. I was called to the verification department along with 2 of my neighbours who will act as a witness for the proof of my stay. Things went on fine with my neighbours signing as a witness and I submitting the copy of all the documents that they had asked for.
After all the formalities were completed, the designated officer asked for Rs 100 as form fees. Since I had to fill 8-10 forms as a part of verification exercise, I thought that it was a legitimate fees and therefore paid it.
It was only later when I reached home, I realized that the officer hasn't given me the receipt of the money paid and that the form fees is submitted along with the passport fees at the time of submission itself.
This seems to be a novel method of asking money from the public that makes things look legal.
