Gave negotiated bribe to get birth certificate form registered

I paid Rs500 to give the birth certificate forms to officer incharge at sec 10,**********, ghaziabad nagar nigam office. He was straighforward in asking the bribe of RsXXX which was further negotiated to Rs500. He said that the forms need to be submitted to ghaziabad collectorate and then verify it and he is asking this money for this work. If 10 babies are registered daily through this office then this officer makes a neat Rs1 lac+ a month easily... pls note that i was on time for the birth certificate and all my papers were in order.
