To get excise registration certificate grease palms

I had to shell out money to get excise certificate for my business . The higher officials clearly asking for it , I hated myself for greasing their palms ,but i was powerless ,i had to pay up Rs. 3000 . The entire process is now computerlised and certificates and generated online, yet bribing is rampant.
