Get NOC without Insurance

Hi I have a 4 wheeler car hypothetical to one of the national banks of India and after the loan amount is paid, the banker issues the NOC (No Objection Certificate) which we have to apply in RTO/RTA to get the vehicle free from hypothetical and to transfer on our name. For this the RTO looks for Insurance of the vehicle which i dint had and I have paid INR 1400 to get it instead of INR 500-600 and got I done. Later I have realized that It was not fine/penalty/tax but Bribe. After my enquiry I found that there are many things within RTO/RTA where we can get the things done by paying Bribe. Please let us know how can we stop this.....
