Hi,
This is the case of RTO Thiruvanmiyur(and probably other RTOs in the city). When I went for a new driving license directly to the concerned person, I was asked around a dozen of documents including police verification, local bank accounts, local address proof etc and they did their best to put an impression as if it is next to impossible to get a license in this way. The next day, I was taken to an RTO agen who sits immediately next to RTO office and charges (1500 - two wheeler, 3500 - four wheeler) for a work which costs 300-500 normally. He didn't ask any extra document, just a photograph, photo ID proof and address proof was more than enough for him. And he handed me the learner license within a day, for which the concerned official was asking 2 weeks time.
The issue I want to highlight is not just the bribing system but also how a person can illegally forge documents and get original document for any fake address without any verification by just paying some extra bucks. In my opinion, the later is also a serious glitch in the system which often causes incidents which may affect every Indian.
Hope this will find some genuine audience and probably the higher officials who are still honest and can do something to prevent rules and regulations
