For getting meter transferred from old property owner to new owner

I paid Rs1000 as bribe for getting electricity meter transferred in my name. When I approached for the first time, I was asked Rs2000. I then decided to do everything at my own. The most surprising thing I found was that the meter transfer form was sold at a local electrical shop rather then being sold at BESCOM office. I later procured all the forms however when the time came to submit the form, they won't process unless I pay them.
