Grassroot corruption to fly high

My relative had to pay bribe for his passport enquiry in the city mentioned above. The police officer told us that there's a 'fees' here and otherwise the enquire will not completed in time. We had to pay to get the passport enquiry done properly. I am really looking forward to stopping this kind of corruption from the grassroots. Because of this reason, majority of the people here think that there is a fees for passport enquiry which is absurd! Only if we stop corruption from this lower level, the higher forms of corruption will be stopped.
