Had to pay 2000 to the main officer to get my Income Tax Clearance certificate

In Jan 2001 I went to get my Income Tax Clearance certificate as I got a job opportunity to work in USA. I payed all my taxes on time and thought I would get the certificate without any issues.
But I was surprised that right from the peon all the way to the main officer who signs on the clearance certificate were asking money even though I had all the proper paper works to prove that I payed my income taxes. I went in the morning and came out of the office in the evening and had to pay bribe to all the officers. The height was the main officer was openely asking 2000 rupees. The secretary of the main officer was saying you are going to USA so paying 2000 rupees should not matter. This was really shocking to me since I saw the corruption openely for the first time in my life.
