Had to pay bribe to get Katha Certificate

I went to get a Katha for my site. The first thing I was told is to pay a bribe for 2500. When I asked them why I should pay a bribe, since I have all my documents in tact, I was greeted by pretty ********** comments saying "If you dont pay, you will never get the katha and moreover we will ensure you will never get one in the future". SO i was forced to pay the bribe and so are the others paying regularly :(
