Had to pay bribe to pay property tax!

When i went to pay property tax (this was the first time i was paying property tax having bought my house around 6months ago) i was asked to part with Rs.1000/- if i wanted to pay the tax.
He bluntly told me that i would go thru **********just to pay the taxes if i didn't cough up the above said sum.
I had to pay up to get this done.
