Had to pay double amount that subscribed fee for transfer of connection

I wished to transfer the existing water meter connection for my house in my name from the one registered earlier. I visited the office located in ********** Nagar(delhi 27) and asked for the required docs along with prescribed fee. When i produced all the required documents and prescribed mutation fee of Rs.1350, i was asked to pay 2500 to get it done.
When i asked as to why that was needed, he said "Sahib yeh to Kharcha lage ga hi, Warna nahi hoga", Kuch hum rakhe he, aur kuch Sahib. No one else in their deptt. was ready to accept the docs except from the one.
I think the initiative by the board to put it online has helped, but they should enhance it further where they accept fee and user can track his status. As of now, we are only able to submit our applications, and then we get a call from Delhi Jal Board officials asking us to pay that amount.
Also i had to pay additional money when i wanted to get the initial meter replaced. I was asked to pay Rs.300 to have the meter installed and the same updated in their accounts. This really "sucks" as when you produce all that is required and then have still to pay bribe to get all this.
It would be really helpful if you can share this data.
