Had to pay a lot to get the vehicle transferred to my name

The vehicle was transferred from Yeshwantpur RTO to Indiranagar RTO. Initially, we did not want to pay a bribe. So, the seller directly went to Yeshwantpur RTO and produced the necessary documents. They issued him a receipt and informed that the receipt is enough to get the transfer done. I, as the buyer, went with that receipt and other necessary documents to Indiranagar RTO. They inspected all the documents and said I needed the RC book as well. But, Yeshwantpur RTO had said that we did not need the RC book as they would issue a new one here. So, now we were stuck between 2 RTOs not knowing what to do. The corruption is so neatly organised. The reason I say that is the RTO officer in Indirangar RTO, while inspecting the forms wrote some information on the form in red ink. Now, with that form, wherever I go, people could know that I had already been to the RTO. Ex. I took the form to an agent and he said "Oh, you have already been to RTO, Ok". So, its like a communication among them. Then I had to go to an agent, who then got a duplicate RC book issued from Yeshwantpur and then got it transferred here in Indiranagar RTO. Overall, I had to spend Rs. 10,000. I am sure the fees for this would not have been more than 1000/-, But when you are stuck between 2 RTOs, both providing different information, there is nothing you can do. Obviously, I wasn't able to take leave from office to roam between the RTOs. So, I had to resort to bribe and the agent.
