Hidden cops on left turn signals

This is a picularity of traffic cops in most cities.... they will not man busy traffic signals but will hide at ones that do not have a free left turn - I mean what is better pocicing, preventing signal jumping at busy crosssections on waying down somone who takes a left turn without causing harm/ inconvenience to others??
Did that at the Juhu Centaur signal while taking a left towards Juhu Chopaty and bang - a mama hails me down... let me go after paying him Rs 50!
