HMWSB Corruption

I had to pay 5000 to HMWSB to just get regularize water connection for new house which already had a connection with old papers but less water was coming.I had all legal papers but without bribe it was not given to main line event hough it wasn't any violation of law.I felt bad that the system was so corrupt.People are just fighting and babus are exploiting our emotions.
