HPCL Delar in kadugodi insisting for puchase of Stove for new connection

This is the problem of many un educated and educated people, recently i visited kadugodi HPCL gas dealer for my new gas connection, the staff asked me when i registered and all, after cheking their systems they told my connection ready, and asked me to pay 10,000 for the connection. When i asked him why it cost so much, he gave brakeup which includes gas stove and other accessories, and he showed other people who are taking gas stoves and going from there. What else to do i am in need of gas, so paid the money and got the connection. Is there any end for such practices?
