Hungry Traffic cop

I was waiting at the signal on my bike and this traffic cop approached me from behind and directly took my earphones and plugged it in his ears. He found the music playing and immediately took my bike keys and asked me to wait at the corner of the road. I was shocked as the music volume level was very low and he was clearly audible to me. He then asked me to pay Rs 1200 as cell phones are not allowed while driving. I told him that it was just a music player and not a phone. I showed him my phone which was in my bag. He told that my license would be cancelled for 6 months as per the new rule. He then took my license and started filling some form. I told him that I was not aware of using music players while driving and it wont be repeated again. He told me that he is just doing his job and asked me to pay Rs 1000 instead of paying Rs 1200 and dealing with the court. I told him I had nothing on me and also showed him my wallet. He then came down to Rs 900, Rs 800,Rs 600 and so on.
I tried to convince him and apologized for my mistake. He was not ready to leave me and told me to pay Rs 200 final instead of paying Rs 1200 and following up with the court. He told that he was excusing me as I was a student and asked me to go home and get the cash. I called my friends as I had no cash with me. I was unable to reach them as they were in college. So I went home to get the money. He immediately came to me when he saw me again and asked me to put the money in his book slowly while talking to him. I was then relieved after getting my license back from him.
I reached home and immediately started browsing to see if this rule was valid and found that there is no rule for music. He cheated me as he wanted money. I also found that we have to pay a fine of Rs 100 if we use mobile phone while driving as per Rule-250(A) MMVR r/w 177 M.V.ACT. And I paid Rs 200 for nothing. He told me about the cell phone usage penalty of Rs 1200.
I always see cops riding bike without helmet and they are never caught. Infact I saw 2 cops on Bandra S.V Road yesterday without helmet. And people who follow the rules are caught by the cops just to make money.
