I Googled before I bribed.

• Passport
• Police Verification for Passport
• Paid INR 2,000

So the guy entered my house for verification, looked at the house as if estimating it's worth and straightway asked for Rs. 1000 each for my and my brother's passport. I woke my mother up and went straight to my desktop computer and googled the amount of money I needed to pay for this.
Technically they should be paid by the government but what the hell, I had no guts to refuse. The reason being, it has already been more than six months since I have been stuck with this passport making procedure. A denial and who knows what more trouble this police guy would have created.
I just did an anti-patriotic act. :(
