I had to pay a whopping amount of 1000rs for change of ownership

I wanted to change electricity ownership from builder name to my name. And the official sitting in KR Puram,BESCOM office, had demanded me 1500rs saying 500 for documentation & other charges. And 1000rs for him and other officials as bribe.
He said if I give the amount he will come to my home and process application.
