I Paid a bribe to Traffic police

Place : Breman Circle, Aundh, Pune
I had broke traffic signal unintentionally(due to nature's call) and on stopped by police have admitted it. I have presented all my documents except PUC.
Traffic police have asked me to pay 1200 Rs fine (1000 - for PUC and 200 - for breaking signal) - which is way too much compare to official penalties. On demanding receipt of it, police person was threatening me to detain my vehicle and drag me to court. After 30mns of arguments, he took all my money from wallet and let me go.
