While doing a sightseeing tour through Delhi with a driver and car from our hotel, we stopped for a minute in front of Rashtrapati Bhavan to have a look at it. There were two guards standing and one of them called our driver over. They were discussing something and obviously our driver felt uncomfortable. We observed that our driver had to hand over his driving license to the guards. He came back to the car and was complaining that the guards want money from him. We asked him why and how much and what is happening with the driver's license. He murmured something and after some forth and back he paid the guards the 500 rupees that they wanted and got his license back. Back at the hotel, we did pay the driver the 500 rupees back because we felt bad since we were sure that this happened because of us tourists sitting in the car. But we never got an answer why the guard asked for these 500 rupees and why he was ALLOWED to ask for it.
