We contacted the area BBMP Engineer for the process and procedures to get a plan approved. He openly suggested another private Engineer's reference to get the plan drawn according to BBMP bylaws and get it approved. He also suggested that nobody constructs according to the approved plan. We paid a total of 20k out of which the bribe amount was supposed to be 6k. Looks like there is no other way for commoners to get a plan approved, because they can reject it based on flimsy grounds.
