I paid bribe to get my property tax dues cleared

I had bought a BDA site in Bengaluru and had changed my residence later. I tried several times & also submitted change of address, but nothing happened even after two years. Finally got fed up and caught hold of an agent. He charged me Rs. 1300 to get dues cleared and changed my address.
