I paid Bribe for getting motor vehicle license

I recently paid a bribe of 2000 rs to district transport office , korba despite being a really good driver.I also found out there are various brokers who take from 2000-10000 rs as commission and issue a license without even learner 's license
AND this is the only way to get license here in korba ,I also have seen everyone paying bribes for getting license
