I paid bribe for getting my original documents back

I recruited in zilla ********** primary school in jan 2009 as a teacher at that time i submitted all my my edu. qualification certificate to edu. department of zp solapur. In nov 2012 I need all my original for giving interview at pune so I went at zp office but concern person told me that you put your application and come after one week I was gone there by travelling 200km and I want all documents urgent so I stay there for just more time and I told him the urgency then he asked me for Rs. 300 and I gave him Rs. 200 then that employee gave me my document on same day after office hours. I did not want to pay bribe but at that time i was helpless. Its their work that after recruiting new employee they should bring back all originals within six months after validating it . but they dont follow the government resolutions.
Not only zp office but also in panchayat samiti malshiras in solapur district there is one clerk Mr. ********** of primary education depatment he take money for every work . If we do not give him then he not do our work or make lot of mistakes in it.

if we complaint then he not do any work of him and try to do some problem to that person .
