I paid bribe for PAN No correction.

I have to pay Rs. 500 to an employee of Income Tax office, Cannaught Palace, New Delhi for the correction of PAN No. I have received a notice from IT department regarding wrong PAN No. mentioned at my IT Return Form because of that IT department is not able to submit my return. So they asked me to clarify the things maximum by 19/09/2011 otherwise I have to pay Rs.10000 as penalty. As I received notice on 18/09/2011 so I went there on 19/09/2011 and ask that person regarding the notice and submitted the xerox of my PAN Card along with Form 16. After hearing all the things from my side, that person asked me to do some SEWA of him otherwise he will filed my case as penalty case. I aksed him, why I need to pay penalty as I am appeared there on the said date. He is just ignoring the things and regularly asking to do SEWA. After the argument of half an hour, I have to do his SEWA by paying Rs. 500. At the paying 500 he was still saying "Itne se kuch nhi hota madam" I am still not able to understand all these things. Why our system has been damaged as much as we can not renovate it...
