I Paid bride to ASSISTANT ENGINEERING for NO REASON

My house is in Vijayawada, Andhra Pradesh. The house got allotted from AP Housing Board Authority. After 10 years of Purchase, I have applied for water connection. The connection charges are Rs 13000 and additional Rs 5000 for Meter and connection charges. Apart from official cost for water connection, the Assistant Engineer is asking Rs 5000 as bribe. I made all the paper work and official payments but till I pay the bribe, the officer is not ready to provide the connection.
