I was asked for a bribe

I qualified PSC and joined education department as +2 lecturer.I worked with professionalism for 8 months and tried to get salary against my labour but my papers were not being forwarded for compulsory formalities and not told about the reason for this delay.Finally i was asked for a bribe directly to draw my salary.
