ID card did not stand as a Strong evidence for a proof while travelling tatkal Journey.

I made a journay from Hubli to Bangalore in ********** chennamma Express on 23-10-2012.I had a booked a ticket in Tatkal Scheme.I was suppose to carry the same ID card which I mentioned while booking.Everything I did as per the rules but the story is : Earlier we use to get a Shrinked Driving License card laminated, siince it was preferrable not to carry originals every where we go, this was introduced way back in 2000's and every where this was accepted as a valid document inluding POLCIE department. It was almost for 10 years I have been using the same Laminated Card as a Proof inlcuding **********, But yesterday the TC in the train demanded for originals i explained him about this card, he never agreed other than he wanted the originals.I was also in the positiion to show him Other Original ID cards where my Name and DOB are Same, but he even refused those and stated to charge a Penalty of Rs 551/-, Then he found 3 similar passengers in the same coach. After an hour of this Painfull journey when all 3 were blunt and dint had enough money to pay the fine, He communicated to one of the Passenger stating that all 3 can sum upto Rs 500/- as a bribe without any receipt. Since we dint had any other go each paid Rs 150/- and got back our reserved seat for Travelling.
Now my question is if India Railways are so much specific about the originals why are the Other govt officials including POLICE dept accepting the photocopy document as valid. Now if all other dept are ok with Photocopy document then why not **********.
