Innovative way to ask bribe

Despite the checking done at the residence and references given ( typically neighbours) were verified, When there was a call from police station I went to police station for verification of my daughter's passport. Havaldar checked all papers again and then asked to meet Inspector assigned for the job. He again done the routine ( name sake ) and asked for Rs 100. Reason given : We need to make 4 copies of the all documents. One for passport office , one for CID office, One for our own record and one extra just in case passport office looses it so that we can provide them immediately rather than asking you again. We do not have copier and papers, so we need do this. This is despite along with passport application form all photocopies are submitted in requisite nos. One copy of which have been received by this police station on which verification is being done. All additional documents are taken in duplicate. How do you describe this? Bribe / bakshish / service / tip / goodwill / . . . . What ever it is, but a innovative explanation to charge Rs 100 from each candidate sitting in his cabin very openly. May be that is the incentive created ( or compensation as he may be loosing more opportunities else) for allotment of this duty.
