Installation of Rainwater harvest & Installation of cauvery water meter

The bribe was asked directly by the rainwater harvest contractor, when I went to local office for approval he asked me to pay extra amount as 'File Moving Charges' then had to head to zonal office but looked like it wont move further without paying up.

Got down to bargain because water was essential & urgency. Later realised this is a big issue in water department to get temporary connections, reconnections & new connections. The Bribe ranges from 4-9k according to neighbours I discussed.
