International Driving Permit (IDP)

I was travelling to USA and to Drive automotive vehicle in US I needed International Driving Permit (IDP). They were thinking that I can't fly without IDP.. so they were unnecessarily drilling me in that process.
On the other hand the requirement for IDP is you should have permanent driving license and Visa stamped on your passport. But that RTO office started asking me show me your US flight itinerary details and all. Now somebody please explain me why the **********I will take IDP if I am not flying to US. Is that something that I wanna show off to someone that have IDP and no one can stop me. But these guys intentionally taking my time and delaying a 20 min process to 2 days.
I had lot of important things to do before I take off Nasik so I had to pay 150 to get IDP.
The registration cost is Rs. 500. This is valid fee. But still I am thinking why the **********they are taking Rs. 500 as fee for which they will be not liable to provide any service in *******
