IS IT BUILT INTO THE PROCEDURE?

I needed to change the meter from builder to my name. I was told told that if i took the papers to the department, it would take a week plus and several trips, which is correct, as i had the experience in my other house, where i went to the electricity office at Indiranagar about 5 times over a period of 10 days. I did not pay any bribe, and was not viewed too kindly, by got my work done, as then i had the time to spare. This time i did not. and when a middle man came up, i took that route, much to my shame. I had need to do the same action in USA and i did not have to pay anything except what was specified, and the work was done in one weeks time, and only one trip to the office - neat and clean. Why can we not do the same? The procedures are tortuous and without automatic checks and balances, this takes time, which is at a premium, and pushes even the most rigid into this sordid path.
