This was back in the late 1990s when an IT Clearance Certificate was still required to go for a job overseas. I had to pay One Thousand Rupees cash to the IT Dept clerks despite having original copies of my prior IT returns, payslips, etc. The worst part is that the clearance certificate had a valid until date and the vile clerk only put the valid until date for 2 weeks from the date of issue. Due to some reasons, my departure was delayed for a month and I was left holding an expired IT Clearance Certificate. Guess what? I had to go to the same clerk and cough up another One Thousand Rupees just have him revalidate the same certificate for another 15 days!
And I did try to get the same certificate without paying a bribe earlier and all I heard from the clerk was that my file keeps getting lost in the office. I re-applied three different times before I understood that he really wanted a bribe and "losing a file" is a loose reference to a bribe :)
